In a joint operation by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), three high-ranking leaders of the New People’s Army (NPA) Southern Mindanao Regional Committee (SMRC) were apprehended in Cotabato City. The operation took place on November 16, 2024, at Mabini Street, Bagua 3.

Among those arrested was Ruel Villanueva Cabales, also known as Aman, the Secretary of the SMRC. Alongside him were Catherine Apares Guinoo, alias Dewen, who serves as Deputy Secretary and a member of the SMRC Executive Committee (EXECOM), and Alma Mae Masalon, alias Memie, an SMRC member.

The trio faces multiple charges, including illegal possession and manufacture of firearms, destructive arson, attempted murder, and crimes against humanity. These charges were pursued through warrants of arrest issued prior to their capture.

Major General Allan Hambala, commander of the 10th Infantry Division, hailed the arrests as a major milestone in the fight against the SMRC and its activities in Southeastern Mindanao. “This achievement underscores the dedication and synergy of our military and law enforcement agencies in maintaining peace and security. The arrest of these key individuals significantly contributes to the total defeat of SMRC and to a safer Southeastern Mindanao,” Maj. Gen. Hambala stated.

This collaborative effort is being celebrated as a decisive step toward dismantling the remnants of the NPA in the region. The arrests mark a renewed commitment to peace and stability in Mindanao.
