Bohol Province Faces State Of Calamity Due To Severe Dry Spell

In response to the devastating impacts of a prolonged dry spell exacerbated by the El Niño phenomenon, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) has passed a resolution recommending that the Sangguniang Panlalawigan declare the province of Bohol under a state of calamity.

The resolution, motivated by an alarming report from the Office of the Provincial Agriculturist, highlighted the significant damage incurred by the province's agriculture sector. The estimated cost of damage from April to May 2024 has reached a staggering P420,842,864.51, with crops bearing the brunt at P419,652,670.51. Fisheries and livestock have also suffered, with damages amounting to P756,900.00 and P433,294.00 respectively.

The United Nations' warning in 2023 about "global boiling," a severe form of global warming characterized by rapidly rising temperatures, sets the backdrop for the current crisis. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has forecasted extreme temperatures for the country, with ten out of 17 regions expected to exceed 42°C by early April 2024, around 20% higher than usual for the month.

March through May are typically the hottest months in the Philippines, but the ongoing El Niño has worsened conditions, leading to significant depletion of water supplies in dams and other sources. While El Niño may weaken, its residual effects have prolonged the drought in Bohol.

The PDRRMC's emergency meeting underscored the urgent need for effective mitigation strategies to alleviate the crisis, particularly for the agriculture sector, which is vital to the livelihood of many Boholanos. The resolution calls for immediate action to support the affected communities and sectors.

Engineer Evelina Putong of the National Irrigation Administration Region 7 motioned for the resolution, which was seconded en masse by the council members. The resolution seeks not only to declare a state of calamity but also to galvanize support from regional and national disaster management councils and other concerned sectors.
