DOJ On Teves' Release And Re-Arrest: Part Of The Process

The Department of Justice (DOJ) has addressed the recent developments concerning former Representative Arnolfo Teves Jr., emphasizing that his release and subsequent re-arrest in Timor Leste are procedural and in accordance with local laws. DOJ Assistant Secretary Mico Clavano stated that all necessary requirements were submitted promptly and in compliance with Timor Leste's legal framework.

“The release and subsequent re-arrest of the former congressman from prison to the Polícia Nacional of Timor Leste is part of the country’s process. The Department was able to submit all requirements ahead of time and in a manner fully compliant with Timor Leste's law,” Clavano explained. He also criticized recent remarks by Atty. Ferdinand Topacio, calling them "misleading, highly irresponsible, and an insult to both countries," urging him to uphold his duties as an officer of the court.

Following his brief release, Teves was taken back into custody by the Polícia Nacional of Timor Leste (PNTL) as part of the ongoing proceedings for his anticipated extradition. The DOJ remains optimistic about the success of these proceedings, with Clavano noting, "His release and subsequent re-arrest should not be taken as a hindrance to the process but simply a part of it."

Mayor Janice Vallega Degamo, widow of former Negros Oriental Governor Roel Degamo, shared her reaction on social media, posting images of Teves's re-arrest and captioning, “Arnie Teves enjoyed 37 minutes of freedom before being arrested by the National Police and transported to the police national headquarters for processing. You cannot escape your sins and you cannot escape facing justice for what you’ve done. #JusticeForDegamo.”

Teves faces multiple murder charges in the Philippines, and his extradition or potential deportation depends on the coordination between the Timor Leste and Philippine governments, both of which respect each other’s sovereignty and legal processes. The DOJ expressed appreciation for Timor Leste’s efforts to facilitate Teves’s return to the Philippines to face justice.
