DOJ Orders Probe Into Strip Searches At New Bilibid Prison

The Department of Justice (DOJ) has initiated an investigation into reports of strip searches conducted at the New Bilibid Prison (NBP) following complaints from the spouses of Persons Deprived of Liberty (PDL). Seven corrections officers have been suspended while the investigation is ongoing.

Justice Secretary Jesus Crispin “Boying” Remulla emphasized that human rights violations will not be tolerated, ensuring proper decorum and compliance with the Nelson Mandela Rules.

"We Do Not Condone Degrading or Inhuman Treatment Towards Anyone, Because We Want Our Prisons to Be Safe, Secure, and Decent,” Remulla said.

Meanwhile, the head of the Bureau of Corrections (BuCor), Gregorio Catapang Jr., pledged to address the complaints of PDL spouses to clarify the necessity of strip searches before prison visits. However, investigations have revealed that the strip search procedure has been a longstanding practice, with visitors signing waivers prior to entry.
The intensified strip search protocol was implemented after a rise in contraband smuggling incidents, particularly narcotics, prompting BuCor to explore acquiring body scanners as an alternative method.

Currently, strip searches are conducted not only at the NBP's Maximum Security compound but also at medium and minimum-security facilities under BuCor's jurisdiction.

Meanwhile, seven corrections officers who conducted inspections on complaining PDL relatives have been temporarily relieved of duty. Their status remains pending at the New Bilibid Prisons Superintendent's Office until the investigation concludes.
