DOTr Cracks Down On MARINA Officials: 'Zero Tolerance For Negligence' Over Princess Empress Oil Spill

The Department of Transportation (DOTr) is sending a strong message: negligence in the maritime industry will not be tolerated. In a decisive move, Secretary Jaime Bautista affirmed the dismissal of two key officials from the Maritime Industry Authority (MARINA) Region V—Director Jaime Bea and Engr. Jose Buban.

This action stems from their roles in the sinking of the motor tanker Princess Empress back in February 2023, an incident that led to a catastrophic oil spill affecting Oriental Mindoro and other areas.

In letters addressed to MARINA Administrator Sonia Malaluan, Secretary Bautista confirmed the findings that Director Bea and Engr. Buban were guilty of grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service.

The repercussions of their actions were severe, resulting in millions of pesos in damages to both government and private stakeholders. Beyond the financial toll, the incident also dealt a significant blow to the credibility of the country's maritime administration and transportation system.

"We’ve seen maritime disasters before, but accountability has often been elusive. This time, we're making it clear: everyone involved, whether in the private sector or the public, will be held responsible. No exceptions," Bautista asserted. "Our policy is zero tolerance for shortcuts, official negligence, and disregard for rules. The rule of law, good governance, and best practices must prevail throughout the department and its agencies."

In line with this, Bautista has directed MARINA Administrator Malaluan to ensure the immediate enforcement of the decision, underscoring the department's commitment to upholding the highest standards in maritime safety and governance.
