Former PNP Chief Allegedly Linked To Ex-Mayor's Illegal Departure: Bato Dela Rosa Expresses Concern

The intelligence community is reportedly looking into rumors that a former chief of the Philippine National Police (PNP) may have accepted bribes from Philippine Offshore Gaming Operators (POGOs). This development was revealed by Raul Villanueva, the senior vice president for security at the Philippine Amusement and Gaming Corporation (PAGCOR), during a Senate hearing on illegal POGO activities.

When asked by Senate Deputy Minority Leader Risa Hontiveros about allegations involving a P200 million bribe given to a high-ranking Bureau of Immigration official to aid Alice Guo's escape from the country, Villanueva shared what’s currently swirling around in intelligence circles.

“There are talks within the intelligence community, but there’s no confirmation or witnesses yet,” Villanueva stated. “I think it was mentioned that it involves a former PNP chief, but they’re still validating it. I even visited NICA [National Intelligence Coordinating Agency] last week, but there’s no clear information yet.”

Villanueva’s background makes his insight even more intriguing. Prior to his role at PAGCOR, he served in the Philippine Army for over two decades and later took a role with the Intelligence Service of the Armed Forces of the Philippines (ISAFP) from 2015 to 2017.

The allegations sparked concern during the Senate hearing, with Hontiveros noting how troubling the situation could become. “It gets worse and worse,” she commented. “First, we hear about hundreds of millions in bribes for someone to escape justice. And now, there’s talk of a possible monthly payroll of payouts.”

Senator Ronald "Bato" Dela Rosa, himself a former PNP chief, weighed in, expressing concern over the implications of the ongoing probe. “I hope there’s no script coming out saying that I, Bato, accepted money from you,” he said, directly addressing Guo during the hearing.

Guo quickly reassured the Senator, stating, “That never happened. I’ve never even met you before these Senate hearings.”

As of now, both the National Intelligence Coordinating Agency (NICA) and the National Bureau of Investigation (NBI) are staying tight-lipped about the investigation. It seems the full story is yet to unfold, with the intelligence community still piecing together the puzzle.
