The Presidential Anti-Organized Crime Commission (PAOCC) has issued an Immigration Lookout Bulletin Order (ILBO) that includes former Presidential Spokesperson Harry Roque and eleven others. This move is tied to investigations surrounding the illegal Philippine Offshore Gaming Operator (POGO) companies Lucky South 99 and Whirlwind Corporation, which were recently raided in Porac, Pampanga.

The ILBO, ordered by the Department of Justice, aims to monitor the travel activities of the individuals named to prevent them from evading legal proceedings. The full list includes:

The bulletin is part of a precautionary measure to ensure these individuals do not leave the country before a preliminary investigation is completed. The Department of Justice has emphasized the gravity of the charges and the possibility that these individuals might attempt to escape legal scrutiny by fleeing abroad.

To enforce this order, immigration officials are directed to be on high alert and monitor the movements of those listed. They are also tasked with coordinating with various anti-trafficking agencies to gather additional information such as known aliases, passport details, and recent photos of the subjects. Any attempt to leave the country should be immediately reported to the Secretary of the Department of Justice to facilitate prompt action.

In response, Harry Roque has denounced the ILBO as harassment. He claims that the evidence against him is flimsy—consisting only of a single instance where he assisted Katherine Cassandra Li Ong with rescheduling arrears payments and an unverified organizational chart he did not contribute to.
