Key Figure In Percy Lapid Murder Apprehended After Dramatic Standoff

In a major breakthrough for the National Capital Region Police Office (NCRPO), Police Major General Jose Melencio Nartatez, Jr. has praised the intensified manhunt operations that led to the arrest of Orly Mendoza, a crucial suspect in the murder of media personality Percy Lapid.
Mendoza, also known as Orlando Almanon, was one of the NCRPO’s Top Four Most Wanted Persons.
Mendoza’s apprehension is linked to the Warrant of Arrest issued on April 14, 2023, by Judge Harold Cesar Huliganga of RTC Branch 254 in Las Piñas City.
This warrant was for the murder of Percy Lapid, who was tragically killed on October 3, 2022, in BF Resort Village, Las Piñas City. Mendoza, who was identified as the driver of the motorcycle used by gunman Joel Escorial, played a key role in planning and surveilling the victim along with Escorial and the Dimaculangan brothers, Edmon and Israel.
After several months of thorough investigation and case-building, authorities crafted a strategic Case Operational Plan (COPLAN) to track down Mendoza.
The operation, codenamed COPLAN “CEZAR,” was a joint effort involving various agencies, including the Regional Special Operations Group-Regional Intelligence Division (RSOG-RID), PRO4A, National Intelligence Coordinating Agency (NICA), National Bureau of Investigation (NBI), Special Action Force (SAF), and the Lipa City Police Station.
On the morning of the operation, between 4:00 AM and 7:10 AM, teams executed the warrant at Purok 6, Barangay Lumbang in Lipa City, Batangas. Mendoza, who was armed and dangerous, initially resisted arrest and took his live-in partner and child hostage.
This led to a tense standoff, during which local officials and family members were involved in negotiations. The situation eventually ended with the safe release of the hostages, but Mendoza tragically took his own life shortly afterward.
Nartatez expressed his commitment to delivering justice for Percy Lapid and tackling the challenges posed by those involved in the murder. "The NCRPO remains dedicated to upholding the rule of law and ensuring justice for all victims," he said, reflecting on the significant efforts of the operatives and their partner agencies.
