LTO Suspends Implementation Of New Vehicle Ownership Transfer Guidelines - Here's What You Need To Know

The Land Transportation Office (LTO) has temporarily put the brakes on the implementation of Administrative Order No. VDM-2024-046. This order, which laid out new guidelines for the immediate transfer of ownership for vehicles with existing registrations, has been suspended to give everyone a bit more breathing room.

LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II made the call to pause the rollout, effective October 23, 2024, following concerns raised by various stakeholders. The move aims to address lingering questions, give more time for public feedback, and ensure the smooth execution of the guidelines.

Assistant Secretary Mendoza directed LTO Executive Director Atty. Greg G. Pua, Jr. to revise the administrative order. The revised version is expected to incorporate suggestions from different stakeholders to make the process clearer and more manageable for everyone involved.

The suspension will remain in effect until further notice, allowing the LTO to refine the details and communicate the changes more widely. For now, it’s business as usual for vehicle transfers under the existing rules, so no need to rush to comply with the new requirements just yet.

In short, if you've got a car to transfer, sit tight. The LTO will release an updated set of guidelines soon, so keep an eye out for announcements to stay in the loop.
