Marcos Reaffirms Commitment To International Law During PCA Chief's Visit

On Thursday, President Ferdinand R. Marcos Jr. underscored the Philippines' unwavering commitment to international law, highlighting the importance of the Permanent Court of Arbitration (PCA) in navigating the nation's current challenges.

During a courtesy call from Marcin Czepelak, the Secretary-General of the PCA, President Marcos emphasized the role of the PCA in shaping Philippine foreign policy. “The Permanent Court of Arbitration is an important part of our foreign policy considering all the challenges that we are facing right now. And our continuing adherence to international law,” Marcos stated.

He expressed his pleasure at hosting Czepelak, who is visiting the country for the first time. “It’s very gratifying that you have visited Manila,” Marcos added, acknowledging the PCA’s role in global dispute resolution.

Czepelak, who will be in the Philippines until August 30, expressed his appreciation for the warm welcome. “It is my first time and it is a fantastic experience to be able to, first, meet a lot of people and then visit some places. And I’m very happy that you found the time,” he said.

The visit is part of a tradition for PCA officials to engage with Contracting Parties to promote the Court’s dispute resolution mechanisms. Czepelak also expressed interest in exploring a Host Country Agreement (HCA) with the Philippines, which could facilitate PCA hearings within the country.

This visit not only highlights the Philippines’ dedication to international law and peaceful dispute resolution but also celebrates the PCA’s 125th anniversary. The Philippines has made significant contributions to the PCA, with Philippine Ambassador J. Eduardo Malaya currently serving as the acting president of the PCA Administrative Council, a notable achievement as he is the first Filipino to hold this position.

Czepelak’s background is distinguished, with prior roles including Poland’s ambassador to the Netherlands and Permanent Representative to the Organisation for the Prohibition of Chemical Weapons. He also has academic affiliations with institutions like the Max Planck Institute and the University of Cambridge, bringing a wealth of expertise to his role as Secretary-General of the PCA.
