In his address during the regular Monday flag raising activity, Mayor Jaime Capil of Porac, Pampanga, offered insights into the recent PAOCC rescue operation at Lucky South Outsourcing 99, Inc.

Mayor Capil emphasized the critical points surrounding the operation:

He highlighted the absence of a Mayor's Permit for Lucky South for the year 2024, noting its inclusion in the Negative List of the Bureau of Fire Protection (BFP). This failure to comply with mandatory requirements led to the non-renewal of its Mayor's Permit, a decision made at the start of the year as part of the Mayor's policy for strict compliance with establishments on the Negative List.

Mayor Capil disclosed an ongoing investigation initiated based on prior inspections, focusing on local licenses and those required by PAGCOR, conducted around the time of the rescue operation.

Regarding the infrastructure, Mayor Capil informed that all forty buildings within the Lucky South complex have been noted and issued corresponding Building Permits, according to available records.

While echoing PAGCOR's stance on the contribution of legitimate POGO entities to nation-building, Mayor Capil vehemently condemned all forms of heinous crimes, torture, and illegal activities marring what should have been a legitimate business operation. He expressed deep gratitude and unwavering support for PAOCC's efforts, acknowledging the Municipality's limited inspection power.
