Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur” Abalos revealed that several high-profile fugitives, including Pastor Apollo Quiboloy, are being actively sought by authorities. Arrest warrants have been issued for Quiboloy and his associates on serious charges related to child abuse, exploitation, and qualified trafficking.

Among those with outstanding warrants are Cresente C. Canada, Paulene C. Canada, Ingrid C. Canada, Sylvia C. Cemañes, and Jackielyn W. Roy. The charges include violations of the Anti-Trafficking in Persons Act of 2003 (RA 9208 as amended by RA 10364), and the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act (Republic Act 7610).

“Quiboloy and his associates are accused of severe crimes that have no bail. We urge the public to assist in locating them,” Abalos stated. “We have allies who are frustrated with the lack of progress and are offering significant rewards for information leading to their arrests.”

Rewards Announced:

- Pastor Apollo C. Quiboloy**: PHP 10,000,000 for information leading to his arrest.
- Cresente C. Canada: PHP 1,000,000.
- Paulene C. Canada: PHP 1,000,000.
- Ingrid C. Canada: PHP 1,000,000.
- Sylvia C. Cemañes: PHP 1,000,000.
- Jackielyn W. Roy: PHP 1,000,000.

The rewards are being offered by anonymous benefactors who are deeply concerned by the situation and want to see justice served.

Legal Implications

Philippine National Police (PNP) General Rommel Marbil emphasized the seriousness of the charges and potential consequences for those aiding the fugitives. “Obstruction of justice charges can be brought against anyone hiding or withholding information about the whereabouts of these fugitives,” Marbil explained. “We are investigating statements, including those by former President Rodrigo Roa Duterte, to determine if they fall under PD 1829.”

Marbil added that the PNP is awaiting further evidence to pursue legal actions if necessary.

Call for Cooperation

Abalos appealed directly to Pastor Quiboloy, urging him to surrender and face the accusations. “We have a judicial system in place. If you are innocent, present your case in court. Avoiding arrest undermines our legal process and the rule of law,” he said.

In response to concerns about the fugitives potentially fleeing the country, Abalos assured that intelligence suggests they remain within the Philippines. “As of now, our intelligence indicates they are still in the country,” he confirmed.
