PBBM Signs 'Eddie Garcia Law' For Protection Of Movie And TV Industry Workers

President Ferdinand Marcos Jr. has ratified Republic Act 11996, widely known as the "Eddie Garcia Law," in honor of the late iconic actor. The legislation, signed on May 24, is a crucial step towards safeguarding the rights and welfare of workers within the Philippine movie and television industry.

The law entails comprehensive measures aimed at ensuring the protection of workers by their employers or principal entities within the industry. It delineates provisions covering crucial aspects such as work hours, wages, social security, health, safety, and overall working conditions.

Mandatory adherence to existing labor codes and occupational safety standards is emphasized, underscoring the government's commitment to upholding workers' rights in line with relevant legal frameworks.

In response to the tragic incident that claimed Eddie Garcia's life on a film set, the law now mandates the execution of agreements or employment contracts in languages understood by both parties before work commencement, aiming to prevent future mishaps and ensure clarity in employment terms.

The legislation staunchly prohibits discriminatory practices, emphasizing equal treatment and opportunities for all workers regardless of race, color, descent, or religion. It also sets stringent penalties for violations, with fines escalating for repeated offenses, and holds responsible officers of entities accountable for any infractions.

Moreover, the law underscores the importance of continuous skills development and training for workers in the industry, directing the Technical Education and Skills Development Authority (TESDA) to spearhead initiatives in collaboration with relevant stakeholders.
