Powering Up Romblon: ROMELCO's Franchise Gets Presidential Green Light

Big news for the province of Romblon. President Ferdinand R. Marcos Jr. has officially given the green light to Romblon Electric Cooperative, Inc. (ROMELCO) to bring power to three of its island municipalities. Signed on August 29, 2024, Republic Act 12020 grants ROMELCO a 25-year franchise to establish and maintain power distribution systems in Banton, Corcuera, and Concepcion. This is a major development for the province, as these areas will soon have a more reliable electricity supply, thanks to this new law.
ROMELCO’s mission isn’t just about flipping the switch on electricity—it’s also about making it affordable. The cooperative is required to supply electricity at reasonable rates, ensuring that local businesses can stay competitive and that consumers aren’t overcharged. The Energy Regulatory Commission (ERC) will oversee the rates, ensuring everything is fair and square.
But that's not all. ROMELCO is also stepping up its game with a commitment to superior operations. The cooperative is expected to keep its distribution systems in top-notch condition, always staying on top of the latest advancements in science and technology. Any upgrades or modifications will need approval from energy authorities like the ERC, the Department of Energy (DOE), and the National Electrification Administration (NEA).
And here's a win-win for locals: ROMELCO's operations are set to generate employment opportunities, with on-the-job training for those interested in the energy sector. The cooperative is also required to set up a consumer desk to address any complaints, ensuring that the voices of the people are heard and issues are resolved quickly.
To keep everything transparent, ROMELCO must submit an annual report to Congress by April 30 each year, detailing its operations and compliance with the franchise’s terms. If they miss the deadline, they’ll face a daily fine.
