President Ferdinand R. Marcos Jr. rolled out the red carpet for Vietnamese Defense Minister General Phan Van Giang at Malacañan Palace on Friday, marking a momentous occasion in the growing relationship between the Philippines and Vietnam.

“This [visit] is actually a very significant point in the history between our two countries, between Vietnam and the Philippines,” President Marcos warmly noted during his meeting with General Phan. The visit holds special importance as it is General Phan’s first to the Philippines since he assumed the role of Minister of National Defense on April 8, 2021.

In his address, President Marcos highlighted the evolving relationship between the two nations. “The Philippines and Vietnam have enjoyed good relations and we have continued to progress in those relationships.” He added, “We now talk about defense cooperation, security cooperation, maritime cooperation, and certainly, on the area of trade as well. Your visit, I think, will serve as further impetus, further push to increase that – the depth and the range of our relationship.”

General Phan reciprocated the President’s sentiments, expressing his gratitude for the warm reception. “It is my great honor to convey the greetings and best wishes from our senior leaders from Viet Nam — General Secretary and State President To Lam, Prime Minister Pham Minh Chinh, and the Chairman of the National Assembly Tran Thanh Man,” he said. He also praised the state visit to Vietnam in January 2024, which, he noted, “opened up new opportunities to further promote and innovate the strategic partnership between Vietnam and the Philippines in various areas that you just mentioned.”

General Phan underscored the “very good interactions and exchanges” between the two countries, particularly highlighting the Navy-to-Navy exchanges.

Adding to the positive momentum, Defense Secretary Gilberto Teodoro Jr. remarked that General Phan’s visit would bolster ties further, particularly with the anticipated signing of a defense cooperation agreement between Manila and Hanoi. Secretary Teodoro believes this agreement will be instrumental in enhancing cooperation between the defense and military sectors of the two nations.

As the Philippines and Vietnam continue to deepen their partnership, this historic visit marks a new chapter of collaboration and mutual support.
