President Marcos Declares National Disability Rights Week

President Ferdinand R. Marcos Jr. has issued Proclamation No. 597 declaring July 17 to 23 of every year as the “National Disability Rights Week” in commitment to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).

In a move aimed at promoting the rights and welfare of persons with disabilities (PWDs), President Marcos directed the Department of Social Welfare and Development (DSWD) and the National Council on Disability Affairs (NCDA) to lead, coordinate, and supervise the week-long observance. This includes identifying programs and activities that highlight disability rights and dignity.

All government agencies, state universities, local government units, NGOs, and private sectors are encouraged to participate in the activities. The proclamation repeals previous declarations such as Proclamation No. 1870 (s. 1979) and Proclamation No. 361 (s. 2000), aligning them with a rights-based approach consistent with the UNCRPD.

President Marcos emphasized the Philippines' commitment to ensuring the full enjoyment of human rights for PWDs, promoting their inherent dignity and equality. The culminating day, July 23, commemorates the birth of Apolinario Mabini, a revered figure among PWDs in Philippine history.

The proclamation marks a significant step towards fostering inclusivity and respect for PWDs, reinforcing the country's dedication to disability rights on a national scale.
