President Marcos Vows Unwavering Support For Filipino Seafarers With Magna Carta Signing

President Ferdinand R. Marcos Jr. made waves once again as he led the ceremonial signing of the Magna Carta of Filipino Seafarers at Malacañan Palace on Monday. This landmark legislation is a huge win for the thousands of Filipino seafarers who navigate the high seas, ensuring their fundamental rights are protected— from fair wages to safe working conditions, and continuous development of their skills.

Speaking at the event, President Marcos underscored the importance of this new law in providing seafarers with the recognition and security they deserve. “As you navigate the unpredictable waters of your journey, remember that your country stands with you, proudly cheering you on, and working tirelessly to ensure that every voyage you take is safer, fairer, and more dignified,” he said.

In a touching tribute, Marcos called Filipino seafarers the embodiment of the “Bagong Pilipino spirit”—resilient, hopeful, and always moving forward. “This is our pledge: to sail with you, every step of the way, until you find your way home safely back to the Bagong Pilipinas.”

What Does the Magna Carta Mean for Seafarers?

At its core, the Magna Carta is designed to uplift the lives of Filipino seafarers by giving them the rights and benefits they deserve. It’s not just about higher wages; it’s about recognizing the dedication and sacrifices seafarers make for their families and for the nation. The law also focuses on creating safer working conditions, protecting them from exploitation, and opening opportunities for career growth through skills development.

Under the Magna Carta, seafarers are guaranteed rights to fair treatment, medical care, self-organization, collective bargaining, and protection from discrimination and harassment. It also ensures they have access to necessary communication tools and a reliable grievance mechanism when facing issues.

Legal Framework and Industry Strengthening

The Magna Carta doesn’t stop at improving the lives of seafarers. It also strengthens the legal framework around maritime labor. It aligns seamlessly with international standards like the STCW (Standards for Training, Certification, and Watchkeeping) and global maritime labor laws, ensuring that Filipino seafarers can compete and thrive on the global stage.

President Marcos emphasized the law’s role in reinforcing the country’s maritime institutions by setting standards for quality services provided to seafarers, including food, accommodations, and medical care.

Collaboration with Global Maritime Community

The President’s signing of the Magna Carta follows a series of consultations with the Private Sector Advisory Council, international shipowners, and European Union officials. This effort was crucial in overturning a proposed ban on Filipino seafarers in European waters, a challenge that had loomed large until early 2023.

Thanks to the law, agencies like MARINA, DMW, DOLE, and others are now mandated to establish faster, safer travel protocols for seafarers, especially during emergencies. Additionally, seafarers won’t have to shoulder the burden of medical certificates or travel documents, as these will now be the responsibility of shipowners or manning agencies.

This historic signing marks a new era for Filipino seafarers. With the Magna Carta, not only are their rights protected, but their voices are amplified, ensuring that they remain central to the nation’s journey towards a prosperous future.

As President Marcos said, “Isa nanamang makasaysayang tagumpay para sa kasalukuyan at susunod pa nating mga seafarer!” The Magna Carta stands as a beacon of hope and a commitment to sail alongside our seafarers until they safely return home, stronger and more empowered than ever.
