Camp John Hay's Billion-Peso Boom: Investors Flock To Baguio's Premier Ecotourism Hub

It looks like Camp John Hay is making a major comeback. Since the Bases Conversion and Development Authority (BCDA) took back control of the iconic Baguio destination in January 2025, investments have skyrocketed to a whopping ₱1 billion—a clear sign that businesses have full confidence in BCDA’s vision to turn it into a top-tier ecotourism and investment hub.

Big Names, Big Moves

In just two months, BCDA locked in 75 residential and commercial lease agreements, paving the way for more jobs, economic growth, and local business opportunities. Major players like Metro Pacific Investments Corporation’s (MPIC) Landco Pacific Corporation, Stern Real Estate Development Corporation, Amare La Cucina, Golfplus Management Inc. (GMI), DuckWorld Philippines, and Top Taste Trading Inc. have already started investing in Camp John Hay.

Out of the 75 signed deals, 70 were residential lease agreements—many from foreign nationals, including Koreans—while the rest were for commercial spaces.

“Numbers don’t lie,” said BCDA President and CEO Joshua M. Bingcang. “Crossing the ₱1 billion mark in just two months proves that Camp John Hay is thriving. Investors see its huge potential, and this is just the beginning—we have more deals coming soon.”

A Better Camp John Hay? Visitors Say Yes.

Tourists and guests have already noticed improvements since BCDA’s takeover. Thanks to Landco Pacific Corporation, which is temporarily managing the John Hay Hotels, and the GMI-DuckWorld PH consortium, which is overseeing golf course operations, things are looking up for the once-controversial estate.

But BCDA isn’t just about business—it’s also committed to protecting Camp John Hay’s lush forests and open spaces. “We want to assure the local community that while we bring in economic opportunities, we will preserve and enhance the area’s natural beauty,” Engr. Bingcang emphasized.

Sustainability is the Goal

To keep Camp John Hay aligned with the United Nations’ 17 Sustainable Development Goals, BCDA is reviewing its comprehensive master plan and working closely with the Baguio City Government on exciting upgrades like:

• Improved jogging trails and pedestrian lanes
• Solar-powered street lights
• A smart transport system for eco-friendly mobility

After a long legal battle, BCDA finally regained full control of Camp John Hay following a landmark Supreme Court decision. Now, with fresh investments pouring in and ambitious sustainability plans in place, it looks like Baguio’s beloved retreat is entering a brand-new era.
