DBM Sets The Record Straight: Addressing Misleading Claims By Medical Action Group

The Department of Budget and Management (DBM) has responded strongly to what it describes as false and misleading information being circulated by the Medical Action Group on social media. The DBM expressed deep concern over the group's attempt to instill fear among PhilHealth contributors with unverified claims.

In a statement released on September 6, 2024, the DBM tackled several points raised by the group. First, the DBM firmly denied allegations that it "unilaterally removed" Philippine Health Insurance Corporation (PhilHealth) coverage for millions of Filipinos, including 4Ps members, seniors, and PWDs. The department clarified that any adjustments to PhilHealth’s coverage stem from the approved FY 2024 General Appropriations Act (GAA) and were not made by DBM alone. The reduction in budget and target beneficiaries came after Congress exercised its power over the national budget, not from DBM's decision.

The Medical Action Group's assertion that 30 million Filipinos would be left without health insurance due to DBM’s actions was also refuted. The DBM emphasized that under the Universal Health Care Act, PhilHealth is required to provide coverage to all Filipinos, whether as direct or indirect contributors. Additionally, financial assistance is available for those unable to pay insurance premiums.

The DBM also addressed other inaccuracies, including the claim that PhilHealth will not be able to pay benefit claims for up to 30 million members this year. The department reassured the public that PhilHealth has sufficient funds, with over P500 billion in investible assets, to fulfill its obligations. Moreover, PhilHealth is planning to increase member benefits by up to 50% within the year, further demonstrating its financial stability.

The DBM concluded by urging the public to critically assess the information they encounter, especially on social media, and not to fall victim to misleading narratives. The department is considering legal action against the Medical Action Group for spreading what it calls malicious and baseless claims, which undermine public trust in government services.

In the end, the DBM’s message is clear: misinformation has no place in constructive dialogue, and they are committed to ensuring that accurate information prevails.
