Dr. Edwin Mercado Takes The Helm At PhilHealth: A New Era For Healthcare?

The Philippine Health Insurance Corporation (PhilHealth) just got a new leader, and it’s someone with a serious track record in both medicine and healthcare management. Dr. Edwin M. Mercado, a US-trained orthopedic surgeon with 35 years of experience, officially took his oath today as the new President and CEO of PhilHealth before President Ferdinand Marcos Jr. at Malacañang Palace.

Who is Dr. Edwin Mercado?

If you haven’t heard of him yet, Dr. Mercado isn’t just a doctor—he’s a powerhouse in hospital management and healthcare reform. He has been vice chairman of Mercado General Hospital/Qualimed Health Network since 2021, where he helped expand a national chain of healthcare facilities, including hospitals, clinics, and even a college for paramedical professionals.

But his credentials don’t stop there. He’s a UP College of Medicine graduate, holds a Master of Medical Sciences in Global Health Delivery from Harvard Medical School, and has an Executive Master’s in Healthcare Administration from the University of North Carolina. Basically, he knows the ins and outs of both medicine and healthcare systems.

What Can Filipinos Expect?

Dr. Mercado’s expertise lies in making healthcare more accessible and financially sustainable. He has worked with the Zuellig Family Foundation and the Department of Health (DOH) to improve public health programs, and he’s a strong advocate for using technology—like AI—to enhance healthcare delivery.

His appointment comes at a crucial time, as PhilHealth plays a key role in ensuring all Filipinos have access to health insurance under the National Health Insurance Program (NHIP). With his leadership, many are hoping for improvements in efficiency, financial management, and primary care programs.

A Fresh Start for PhilHealth?

Mercado replaces Emmanuel R. Ledesma Jr., and his appointment signals a new chapter for the government-owned corporation. Given his background in strategic planning and policy-making, there’s optimism that he’ll introduce much-needed reforms to strengthen PhilHealth’s services.
