Authorities arrested Richard Mangupag at his residence in Barangay UP Campus, Quezon City, early Friday morning, according to Quezon City Police District information chief Maj. Jennifer Gannaban.

Mangupag, who fled the scene after the accident, is now facing charges of multiple homicides and physical injuries.

The crash, which occurred at around 6:55 p.m. on the northbound lane of the flyover, left four people dead and 26 others injured. Investigators revealed that the 10-wheeler van Mangupag was driving suffered a brake malfunction, leading to a massive pile-up involving 23 vehicles—ranging from a passenger bus and an L300 van to five cars and 16 motorcycles.

“The crash caused significant disruption, with debris scattered across the area and traffic completely halted,” said a report by the Bureau of Fire Protection.

Victims were immediately rushed to nearby hospitals for treatment, with emergency responders working swiftly to clear the chaos caused by the collision.
