Less Than Half Of Pinoy Voters Have A Full Senate Slate For 2025 - Why The Drop?

With just around 12 weeks to go before the May 2025 elections, only 38% of registered Filipino voters have a complete list of 12 senatorial candidates. That’s a significant drop from January 2025, when 50% had already made up their minds. So, what’s going on?

Voters Are Holding Back—Especially in Luzon

The decline is noticeable nationwide, but it’s most striking in Luzon. In the Visayas and Mindanao, over half of voters have a full slate (54% and 60%, respectively). But in the rest of Luzon? Only one in five voters (20%) have a complete list. That’s a 13-point drop from January. Even in Metro Manila, the numbers are sliding.

On average, voters are picking eight senatorial candidates, with a median of nine—both lower than January’s numbers. It seems many are still undecided or waiting to see how the race shapes up.

Who’s Leading the Senate Race?

If the elections were held today, 13 candidates would be in the winners' circle. Leading the pack are Senator Christopher “Bong” Go (58.1%) and Rep. Erwin Tulfo (56.6%), both comfortably sitting in the top two spots.

Also in the mix are:
• Former Senate President Vicente Sotto III (49%)
• Senator Ramon “Bong” Revilla Jr. (46.1%)
• Senator Ronald “Bato” dela Rosa (44.3%)
• TV host Willie Revillame (42.3%)
• Ben Tulfo (40.7%)
• Former Senator Manny Pacquiao (39.9%)
• Senator Lito Lapid (39.4%)
• Makati Mayor Abby Binay (37.6%)
• Senator Pia Cayetano (37.5%)
• Rep. Camille Villar (36.6%)
• Former Senator Ping Lacson (35.8%)

With 64 candidates in the running, competition is fierce, but these 13 have the best shot at making it.

Party-List Awareness Is High—But Who’s Winning?

A huge 92% of voters know about the party-list system, and 83% have a preferred group. If elections were held today, ACT-CIS, Senior Citizens, Tingog, Uswag Ilonggo, and 4Ps would secure three seats each in Congress. Meanwhile, groups like Duterte Youth, Ako Bicol, and 1-Rider are among those likely to get two seats.

With voter indecision still high and numbers shifting, expect more campaign efforts in the coming weeks. Will more Filipinos finalize their Senate picks? And will today’s front-runners hold their leads? The race is far from over.
