New Salary Boost On The Horizon: DBM Unveils Guidelines For Salary Standardization Law VI

Excitement buzzed at the Department of Budget and Management (DBM) as Secretary Amenah “Mina” F. Pangandaman revealed the much-anticipated implementation guidelines for the Salary Standardization Law VI (SSL VI).

Speaking at a press conference held at the DBM central office, Secretary Mina shared the great news that the guidelines are officially set for release.

“Good news, everyone!” Secretary Mina announced. “We’ve just signed off on the National Budget Circular and Local Budget Circular this morning. These will be published by tomorrow, so you can start preparing for the new salary adjustments!”

This announcement comes right on the heels of President Ferdinand R. Marcos Jr. signing Executive Order No. 64 on August 2, 2024, which set the wheels in motion for SSL VI. Secretary Mina had previously urged DBM officials to speed up the creation of these guidelines and ensure that the public was well-informed about the upcoming changes.

Here’s how it’s all going to work: existing Personnel Services (PS) funds will be used to make the salary adjustments, with any additional needs covered by the Miscellaneous Personnel Benefits Fund (MPBF). “You’ll use your current PS funds, and any shortfall will be supplemented by the MPBF,” Secretary Mina explained. “We’ve allocated P36 billion from the MPBF for the first tranche this year and earmarked about P70 billion for the second tranche and further adjustments in 2025.”

The new salary structure will be retroactive to January 2024 and will include midyear benefits. Secretary Mina urged all Human Resources departments to act quickly to ensure that the increases are processed and disbursed on time.

SSL VI aims to make government salaries more competitive with the private sector, which could lead to a boost in productivity, improved service delivery, and overall better effectiveness of government operations. This initiative is part of the administration's broader “Bagong Pilipinas” vision, focused on building a stronger and more prosperous nation through comprehensive reforms.
