No More Layovers: BI Cracks Down On POGO Fugitives With Direct Deportation Rule

The Bureau of Immigration (BI) is stepping up its game against foreign fugitives linked to POGO-related crimes—this time, by banning deportation flights with layovers. No more stopovers or sneaky escape routes. If you’re a foreign national involved in illegal POGO operations, the only way out is on a direct flight home.

Under BI Board of Commissioners Resolution No. 2025-002, signed on March 21, 2025, deported POGO fugitives can only be sent back to their home countries on direct flights. The only exception? If there’s literally no direct route available from the Philippines.

Closing Loopholes in Deportation

BI Commissioner Joel Viado made it clear that this new rule is all about shutting down a loophole that these criminals have been exploiting.

“This is uncharted territory since we started mass deportations and arrests this year, following President Bongbong Marcos’ declaration of a POGO ban,” Viado said.

He also noted that recent Senate hearings played a big role in shaping this new policy.

“The discussions allowed us to see different perspectives that we’ve incorporated into our decisions. Removing layovers for POGO-related deportees minimizes the chances of them expanding their operations in neighboring countries,” Viado added.

Lawmakers Push for Stricter Measures

Senators Risa Hontiveros and Sherwin Gatchalian have been vocal about tightening immigration rules, and they fully support this move. Viado expressed his appreciation for their efforts, saying:

“I extend my deepest gratitude to Senators Gatchalian, Hontiveros, and all lawmakers who helped push for this reform. Their commitment to closing loopholes in our deportation process has been crucial in ensuring that foreign syndicates can no longer take advantage of our system.”

To make sure everything runs smoothly, the BI is already working with airlines and foreign embassies. The Department of Justice (DOJ) is also on board to help enforce this policy effectively.

What’s Next? Even Stricter Deportation Rules

Viado hinted that this is just the beginning of a more aggressive stance on deportation. The BI is looking into additional security measures, including stronger coordination with international law enforcement.

“This policy shows that the government is serious about cracking down on transnational crimes and strengthening our national security. We will not allow foreign criminals to exploit our system. Our message is clear—if you break the law, we’ll make sure you’re out of the country for good,” Viado said.

With this new rule, it’s game over for POGO fugitives trying to slip through the cracks. No layovers, no second chances—just a one-way ticket home.
