No, Senator Pia Cayetano Did Not Legitimize POGOs

Senator Pia Cayetano, the author and sponsor of Republic Act (RA) No. 11590, has been unjustly accused by opposition groups of "legitimizing" Philippine Offshore Gaming Operators (POGOs).

These claims are misleading and politically motivated, especially given her third-place ranking in the June 2024 Pulse Asia 2025 senatorial preferences survey.

RA 11590 was crafted to impose taxes on existing POGOs, ensuring they contribute more significantly to the Philippine economy.

The law aims to generate substantial revenue projected at PHP 32.1 billion in 2022, funding vital sectors such as healthcare and sustainable development.

This measure is designed to close tax loopholes and enforce stringent tax measures, including a 5% gaming tax and a 25% withholding tax on foreign employees.

Senator Cayetano’s commitment to transparency and accountability is evident in the law’s provisions for third-party auditors and direct remittance of taxes to the Bureau of Internal Revenue (BIR).

These steps aim to address historical challenges in tax compliance and enforcement in the gaming industry. It did not legitimize POGOs.

Senator Pia Cayetano aimed to enhance government revenue without burdening Filipino taxpayers.

Her proactive approach seeks to ensure that POGOs contribute their fair share to the economy, thereby funding essential public services and fostering sustainable development.
