Ombudsman Sacks Porac Mayor Jaime Capil Over POGO Negligence

Porac, Pampanga – April 4, 2025 – It’s official: Mayor Jaime V. Capil has been dismissed from service by the Office of the Ombudsman after being found guilty of Gross Neglect of Duty. This decision comes after an administrative case was filed against him by DILG Undersecretary Juan Victor R. Llamas over issues linked to a Philippine Offshore Gaming Operator (POGO) in Porac.

What’s the Case About?

The controversy centers around Lucky South 99, a POGO operation in the municipality. Capil and several officials were previously suspended following allegations that they failed to properly regulate the business, particularly in its permit process and reported illegal activities. This lack of oversight led to the Ombudsman’s verdict: Capil neglected his responsibilities as mayor.

What Happens to Capil Now?

Capil isn’t just losing his position—he’s also banned for life from holding any government office, will forfeit his retirement benefits, and faces a fine equivalent to one year’s salary if he’s already out of office.

What About the Other Officials?

While Capil is bearing the brunt of the ruling, Vice Mayor Francis Laurence C. Tamayo and several other municipal officials have been cleared of administrative liability.

What’s Next?

The Ombudsman has instructed the Department of the Interior and Local Government (DILG) to implement the ruling, ensuring Capil’s removal and enforcing any necessary penalties.
