PH Declares Food Security Emergency As Rice Prices Soar

The Philippine government has officially declared a food security emergency on rice following an alarming spike in prices. This move comes as the National Price Coordinating Council (NPCC) confirmed that the cost of rice has continued to rise at extraordinary levels, putting a strain on Filipino households.

Why Was This Declared?

Under Republic Act No. 8178, amended by RA No. 11203 and RA No. 12078, the Department of Agriculture (DA), upon NPCC’s recommendation, has the authority to declare a food security emergency due to either a supply shortage or an unusual price surge.

According to government data:

Rice inflation hit 17.9% in September 2023, significantly above the Philippine Development Plan’s 4% food inflation target.

By December 2024, the price of regular milled rice and well-milled rice had increased by 19% and 20%, respectively, compared to July 2023 levels.

With these figures, the NPCC determined that the rice price situation met the criteria for an extraordinary increase, warranting immediate government intervention.

What Happens Next?

With this declaration, the government is expected to roll out urgent measures to stabilize rice prices and ensure food security. This could include:

• Importation adjustments to boost supply.
• Price controls or subsidies to help consumers.
• Stricter monitoring of rice traders to prevent hoarding and price manipulation.
