PhilHealth Chief Assures Members: Benefits Will Continue, With Or Without Government Subsidy

Philhealth President and CEO Emmanuel R. Ledesma, Jr. has assured everyone that PhilHealth’s health benefits will continue to be available, regardless of the recent decision by the bicameral conference committee not to grant the agency government subsidy for 2025.
Ledesma addressed PhilHealth members directly in a video message, emphasizing the organization’s commitment to providing consistent and reliable health coverage.
“Allow me to assure everyone that PhilHealth will continue to pay for the health benefits of all Filipinos—with or without government subsidy. It is our goal to finance the best care and benefits available,” he shared.
Ledesma explained that PhilHealth is in a strong financial position, thanks to its robust reserves and surplus funds. As of October 2024, PhilHealth boasts ₱281 billion in reserves and a surplus of ₱150 billion, while its investment portfolio reached an impressive ₱489 billion by November 2024.
“The decision of the bicameral conference committee reflects its wisdom,” he added, noting that lawmakers understand PhilHealth’s ability to manage the national health insurance program effectively.
Improving Services for Every Filipino
While PhilHealth’s finances are stable, Ledesma emphasized that the agency remains aware of the significant burden healthcare costs can place on Filipino families. That’s why PhilHealth is working tirelessly to enhance benefit packages and further reduce out-of-pocket expenses.
“Rest assured, all PhilHealth benefits will continue to be paid—and will even improve. PhilHealth stands with every Filipino in our shared goal of achieving universal health coverage and a healthcare system you can always trust and rely on,” Ledesma promised.
