As we enter 2025, PhilHealth continues to be a significant concern for millions of Filipinos who rely on the agency for affordable healthcare.

In a previous column, we called for the firing of PhilHealth President Emmanuel Ledesma due to extravagant programs and inefficiencies that have hurt ordinary Filipinos.

The public outcry over ₱138 million budget on anniversary celebrations, while members struggled to access benefits, exposed the agency’s dysfunction.

It’s clear that PhilHealth’s leadership is out of touch with its mission, causing severe consequences for patients and healthcare providers.

However, recent news that Congress is set to investigate PhilHealth provides a timely opportunity for a review of its operations.

This investigation should not focus solely on past mistakes but serve as a catalyst for reform, ensuring PhilHealth returns to its core mission of providing accessible, affordable healthcare for Filipinos.

The immediate need is for a leadership change. The next president of PhilHealth must have experience in healthcare management and a genuine understanding of Filipino families’ struggles.

Ledesma has prioritized financial maneuvering over service delivery, leaving claims processing and hospital reimbursements in disarray. PhilHealth needs a leader who can prioritize public health over financial health.

Appointing a new Philhealth president is a necessary first step, but it must be followed by substantial reforms in the agency’s operations.

PhilHealth must streamline claims processing to ensure timely reimbursements. The current backlog of claims has forced hospitals to scale back services or even refuse treatment to PhilHealth members.

To fix this, PhilHealth should modernize its operations by implementing digital solutions and introducing real-time tracking systems to improve transparency and accountability.

Alongside improving internal processes, PhilHealth must prioritize transparency and accountability. The scandalous spending on non-essential events highlights the need for budget reforms.

A full audit of PhilHealth’s finances, along with the creation of an independent oversight committee, will ensure that funds are spent effectively to improve healthcare rather than on lavish celebrations.

It’s also crucial to build a culture of accountability, where leadership is regularly held responsible for decisions that affect vulnerable Filipinos.

Equally important is the need for PhilHealth to educate and support its members. Many Filipinos still struggle to understand how to access their benefits, especially in underserved areas.

A national campaign to educate the public on PhilHealth services, benefits, and claims would alleviate confusion and empower members.

Customer support services also need to be revamped to provide assistance to those facing issues with their benefits. These changes are essential to improving the PhilHealth experience for millions of Filipinos.

The dysfunction within PhilHealth disproportionately affects the most vulnerable members of society, such as the indigent, elderly, and those with chronic conditions like cancer and kidney disease.

These individuals rely heavily on PhilHealth but suffer the most when the system fails. In many cases, hospitals have turned away patients due to delayed reimbursements, forcing others to rely on loans or charity for life-saving treatments.

PhilHealth must prioritize these groups, ensuring they receive timely, hassle-free benefits. Restoring public confidence in the agency is essential to reaffirming its commitment to those who need help the most.

Someone must also educate Ledesma that for every peso not spent on public health and welfare but instead invested, millions of Filipinos are being shortchanged.

You’re fattening PhilHealth’s bank accounts, but many Filipinos are dying because of the lack of service.

Every cent that could have been used to save lives, provide timely treatment, and ensure healthcare access is wasted in the name of investment.

This financial prioritization over human lives is not just misguided—it is a disservice to the millions who rely on PhilHealth for their survival.

Rebuilding PhilHealth will take time, but it must begin with immediate action. For reforms to be effective, they must be regularly evaluated, with input from healthcare providers and PhilHealth members.

A feedback loop should be established to allow the public to voice concerns and hold PhilHealth accountable.

The goal is to create a system that not only works efficiently but truly serves the people, particularly those at the bottom of the economic ladder.

As President Marcos moves forward with his leadership, PhilHealth reform should be central to his agenda for 2025.

The reforms must be supported with sufficient funding in the national budget, aimed at improving claims processing, member education, and customer support.

The public also plays a critical role in demanding transparency and oversight. Citizens should push for reforms, especially given the misuse of taxpayer money and the delays in providing benefits.

With the Congress investigation now underway, 2025 presents a critical opportunity to address PhilHealth’s long-standing problems.

Leadership change is just the beginning; systemic reforms are needed to ensure the agency fulfills its mandate: providing accessible, efficient healthcare to the Filipino people.

By acting now, we can ensure future generations of Filipinos won’t face the same struggles that many are enduring today.

Millions of Filipinos deserve better. It’s time for reform.
