President Marcos Stresses Uninterrupted PhilHealth Services, Calls For Prevention-Focused Health Strategy

In a decisive move to ensure Filipinos continue receiving essential healthcare services, President Ferdinand R. Marcos Jr. directed Department of Health (DOH) Secretary Teodoro Herbosa to maintain the seamless operation of the Philippine Health Insurance Corporation (PhilHealth). This directive came during a meeting at Malacañan Palace, where the President emphasized that the recent budget adjustments should not impact PhilHealth’s service delivery.

“Make sure that services of PhilHealth remain unhampered… it (zero subsidy) should not affect the delivery of healthcare services,” President Marcos told Herbosa, reinforcing the government's commitment to safeguarding public health services.

President Marcos highlighted this commitment back in December during the signing of the 2025 national budget, where he reassured the public that PhilHealth would continue to operate efficiently even without receiving a subsidy from the government.

Beyond addressing PhilHealth’s operations, the President urged a strategic shift within the DOH—from focusing on curing diseases to prioritizing preventive measures. “An ounce of prevention is better than a pound of cure,” he reminded Herbosa, advocating for a health strategy that reduces the need for costly treatments by preventing illnesses before they occur.

Additionally, President Marcos stressed the need for digital transformation within the DOH, aiming to enhance efficiency and service delivery through technological advancements.

The President’s directives align with his administration's broader agenda to prioritize social services, as outlined in the 2025 national budget, which focuses on key sectors such as education, health, economic services, infrastructure, and agriculture.
