Press Briefing Highlights: PNP Integrity And Tackling Internal Misconduct

During a crucial press briefing on January 13, high-ranking officials gathered to address a serious issue affecting the Philippine National Police (PNP). DILG Secretary Jonvic Remulla, DOJ Secretary Jesus Crispin Remulla, Prosecutor General Richard Anthony Fadullon, and Napolcom Vice-Chairperson Ricardo Bernabe III took the stage to discuss the ongoing efforts to ensure the integrity of the police force and address internal misconduct that has tarnished its reputation.

The PNP's Integrity: A Commitment to Accountability

Secretary Jonvic Remulla made it clear that the PNP is committed to maintaining its integrity, noting that while the majority of officers are hardworking and ethical, there are a few bad apples that need to be held accountable. He pointed out that the large size of the organization makes perfection difficult, but those who bring shame to the force must be removed and put on the right path. “We believe in the capabilities and integrity of 99% of the 200,000 police officers. But a few individuals must be cleansed to ensure peace and justice,” Remulla shared, stressing that justice should not be swayed by fear or bias.

He further discussed the ongoing fight against illegal drugs and the troubling issue of some police officers being involved in the very activities they are tasked to eliminate. This includes involvement in extra-judicial killings (EJKs) and the misappropriation of confiscated drugs. The DILG Secretary emphasized that their goal is not just to uncover the truth but to deliver justice, undeterred by any external pressure.

The Mayo Case: A Case of Corruption Within the Ranks

One of the key topics discussed was the infamous case involving Sgt. Rodolfo Mayo. On October 8, 2022, Sgt. Mayo was caught on CCTV participating in a drug transaction, leading to his arrest by the Special Operating Unit (SOU4A) for selling two kilograms of shabu. However, the arrest raised concerns due to the operation not being officially reported, sparking further investigations into potential misconduct within the police force.

The case took a dark turn when authorities discovered a massive stash of drugs at Mayo’s lending office, WPD Lending. This led to further scrutiny of other officers who were seen on CCTV misappropriating the drugs. The involvement of officers such as Sgt. Lorenzo Catarata, Sgt. Arnold Tibay, and Sgt. Jerrywin Rebosora was highlighted as part of the larger issue of police officers abusing their authority and engaging in illegal activities.

Addressing Internal Corruption: A Commitment to Justice

In response to these issues, officials like Col. Olonan and Lt. Col. Ibañez were quick to take action at the scene, emphasizing the importance of upholding justice and holding those responsible accountable. Secretary Remulla expressed concerns about a potential grand conspiracy within the PNP, with some officers allegedly concealing criminal activities. The DOJ has already filed cases against 30 individuals involved in planting evidence and mishandling drug cases.

Secretary Remulla also proposed reforms within the PNP, suggesting that officers be specialized in areas like drug enforcement and cybercrime to improve decision-making and strengthen institutional knowledge.

The Bigger Picture: Systemic Problems and Ongoing Investigations

The issue stretches beyond a few bad officers, as investigations trace back to 2016, when the PNP reportedly created a reward system for drug arrests, leading to widespread abuse. While some officers have been dismissed, many remain in service, with several cases still under investigation. The DOJ remains confident in the strength of the evidence against the officers involved, and the scope of the ongoing investigation could extend across the entire PNP, given the systemic nature of the problem. There are also suspicions that large quantities of imported drugs, including shabu, were involved in these illicit activities.

The briefing underscored the seriousness of the situation, with officials reaffirming their commitment to tackling internal misconduct, promoting transparency, and ensuring that justice is served—no matter the rank or position.
