PSA Kicks Off 'Birth And National ID Registration' For Newborns At Fabella Hospital

Imagine this—your baby is born, and before you even leave the hospital, they already have their birth certificate and a National ID. Sounds convenient, right? That’s exactly what the Philippine Statistics Authority (PSA) is piloting at the Dr. Jose Fabella Memorial Hospital in Sta. Cruz, Manila.

In this innovative approach, the PSA is making things easier for parents by combining birth registration and National ID registration for newborns. A total of 29 newborns have already benefited from this initiative, receiving both birth certificates and ePhilIDs. But that’s not all—46 adults, including medical staff, patients, and relatives, also took the opportunity to register for the National ID during the pilot run.

A Step Toward Inclusive Development

“This initiative marks a milestone in our pursuit of inclusive development,” shared PSA Undersecretary Claire Dennis S. Mapa, PhD. According to her, integrating these registrations right after birth ensures every child starts life with a legal identity, opening doors to future opportunities. Plus, it’s a move aligned with the country’s Sustainable Development Goals (SDGs).

Why It Matters

The pilot isn’t just about convenience; it’s about refining the process for a future nationwide rollout. Soon, the PSA plans to expand the service to infants up to 11 months old.

Here’s how it works:

A parent or guardian already registered in the National ID system must be present for the newborn’s registration.

The baby’s permanent PhilSys Number will be linked to the parent or guardian.

For now, only basic demographic details and a front-facing photo of the newborn are collected. Once the child turns five, additional biometric data like fingerprints and an iris scan will be captured.

“This is about more than just convenience,” Usec. Mapa added. “Your participation in this pilot ensures we can streamline the process and make it better for all Filipino families.”

What’s Next?

The PSA plans to conduct more pilot runs in select hospitals to gather insights and improve the system before the full nationwide rollout. This means more parents and newborns could soon enjoy this hassle-free registration process.

With initiatives like this, the PSA is proving that they’re not just about statistics—they’re about making life easier for Filipinos, starting from day one.
