Undermining Democracy: The Growing Crisis Of Distrust In COMELEC
The Commission on Elections (COMELEC) is a vital constitutional body in the Philippines, tasked with the sacred duty of ensuring the people's will is upheld through free and fair elections.

As the cornerstone of democracy, the integrity of  the COMELEC is paramount. However, recent allegations of corruption against its leaders have cast a long shadow over this institution, raising critical concerns about the future of Philippine democracy.

The indictment of former COMELEC Chairman Andres Bautista by a U.S. Federal Grand Jury in Florida on charges of conspiracy to commit money laundering underscores the gravity of the issue.

Bautista, along with three executives from a voting machine company, is accused of receiving at least $1 million in bribes to secure a contract for the 2016 Philippine elections.

These charges not only call Bautista's integrity into question but also expose potential vulnerabilities in the electoral process itself.

Many years ago, we wrote favorably about Bautista’s credentials as a government official, based primarily on his academic background. However, we are now saddened by these accusations against him. This experience has demonstrated that academic achievements alone are not sufficient to guarantee that someone will meet the high ethical standards required for public officials. We apologize for any earlier endorsements based solely on these credentials.

Going back to our subject matter, current COMELEC Chairman George Erwin Garcia is also embroiled in a similar controversy, facing allegations from Partylist Representative Rodante Marcoleta regarding offshore deposits linked to him, allegedly as part of a bribery scheme involving the recent awarding of an election automation contract.

Garcia has vehemently denied these accusations, asserting that they are part of a smear campaign against him. Nevertheless, these allegations further erode public trust in the  COMELEC.

To start with, the COMELEC can't even control the massive vote buying, use of guns, and goons in every election, or the bastardization of our party-list system. Now, with its officials being accused of corruption, the institution’s credibility is further threatened.

The implications of these corruption allegations are profound. When the officials responsible for overseeing elections are themselves under suspicion, the entire electoral process is compromised.

That is why the vetting of key appointees, such as the COMELEC Commissioners, now demands closer scrutiny.

The President, who appoints these officials, must exercise extreme caution, given that these positions are impeachable and only Congress can remove them. Like Caesar's wife, the officials in these roles must be individuals of unassailable integrity, beyond reproach.

The stakes are high. Elections are the bedrock of democracy, and their credibility hinges on the trustworthiness of those who manage them. Even the slightest doubt about their integrity can put the entire system at risk.

If COMELEC officials are not careful and allow themselves to be associated with suppliers, past and present, who have controversial backgrounds, it could further erode confidence in the electoral process.

Reports of similar issues in elections in the United States, Brazil, and other democracies have sparked global debates about the reliability of election technologies and the potential for foreign interference or domestic fraud.

These controversies strike at the heart of the democratic process. Elections are not just a procedural formality; they are the means by which the people express their will and choose their leaders.

Any suspicion of corruption within the institution that safeguards this process undermines the essence of democracy itself. When trust in the Commission  falters, it’s not just the electoral outcomes that are questioned—it’s the legitimacy of the entire democratic system.

Moreover, COMELEC’s role extends beyond merely counting votes. It is responsible for ensuring that every aspect of the electoral process—from voter registration to the certification of results—is conducted with the highest level of transparency and fairness.

If the public begins to believe that this poll body can be influenced by money or power, it opens the door to widespread disenfranchisement, where the voices of ordinary Filipinos are drowned out by those with the means to manipulate the system.

The potential consequences are dire. A discredited electoral body can lead to widespread voter apathy, as citizens lose faith in the value of their vote.

In a worst-case scenario, it could spark civil unrest, as contested election results might not be accepted by the populace. The fabric of democracy is delicate, and COMELEC’s integrity is one of its most crucial threads.

Worse still, the damage inflicted by these controversies could outlast the officials currently in office. Once an institution’s reputation is tarnished, it can take years, even decades, to rebuild public trust.

The shadow of doubt cast by these allegations could linger long after the implicated individuals have left their positions, permanently weakening COMELEC’s ability to function as a credible guardian of democracy.

This erosion of trust doesn’t just affect the present; it compromises the integrity of future elections and undermines the stability of democratic governance for generations to come.

They say the only time rich and poor Filipinos are alike is during an election, where their votes are counted equally. This unity occurs only every three years, reflecting the vibrancy of our democracy.

It would be a tragedy if this fundamental aspect of equality were undermined due to growing distrust in COMELEC officials.

The Filipino people cannot afford to lose faith in its electoral system, and by extension, in its future. It is imperative that all allegations of corruption within COMELEC are thoroughly investigated and addressed to restore the public’s trust in this essential institution.

The COMELEC should work overtime to rebuild its credibility and reassure the public of its commitment to upholding the integrity of the democratic process.
