Who's Leading The 2025 Senate Race? Here's What The Latest Survey Says

With the 2025 elections just around the corner, a new Stratbase-SWS survey is giving us a peek at how the senatorial race is shaping up—and it looks like big names are dominating the list.

From February 15-19, 2025, Stratbase Consultancy sponsored a survey asking voters to pick up to 12 candidates from a list of 66 names, based on the latest ballot face template released by the Commission on Elections (COMELEC). The survey was conducted face-to-face with 1,800 registered voters nationwide, ensuring a diverse and representative sample.

Who’s on Top?

Leading the pack is Erwin Tulfo (LAKAS), who grabbed 45% of voter preferences. Not far behind is Bong Go (PDPLBN) at 38%, followed by veteran actor-politician Lito Lapid (NPC) at 36%.
Here’s how the rest of the frontrunners are ranking:
馃敼 4th-5th place (tie): Tito Sotto (NPC) and Ben Tulfo (IND) - 34%
馃敼 6th-7th place (tie): Bong Revilla (LAKAS) and Pia Cayetano (NP) - 33%
馃敼 8th-9th place (tie): Ping Lacson (IND) and Bato Dela Rosa (PDPLBN) - 32%
馃敼 10th-12th place (tie): Manny Pacquiao (PFP), Abby Binay (NPC), and Willie Revillame (IND) - 30%
馃敼 13th place (on the bubble): Camille Villar (NP) - 29%

Big Movers & Surprises

Compared to January’s survey, some candidates made significant gains. Bong Go climbed from 3rd-4th place, while Ben Tulfo, Bong Revilla, and Bato Dela Rosa also improved their standings.
Meanwhile, Imee Marcos (NP), Kiko Pangilinan (LP), and Benhur Abalos (PFP) are trailing just outside the “Magic 12,” meaning they still have a chance to break into the winners' circle as election day approaches.

How the Survey Was Conducted

The survey method was straightforward: respondents received a ballot with the names arranged alphabetically (including common nicknames, just like on election day). They voted privately and sealed their ballots in an envelope before handing them over to the interviewer.

Margin of error? ±2.31% nationwide, with a bit more variation per region. This means the results give a solid, but not absolute, picture of voter sentiment.

What’s Next?

With just a few months before the elections, expect more movement in the rankings. Candidates will be ramping up their campaigns, and voter preferences may still shift. Who will make it to the final 12? Only time—and future surveys—will tell.
