Senator Cynthia Villar Champions Legislation To Alleviate Poverty In Farming And Fisheries Sectors

Senator Cynthia Villar, chairperson of the Senate Committee on Agriculture and Food, highlighted the pressing issue of poverty within the farming and fisheries sectors, citing data from the Philippine Statistics Authority (PSA) during the National Agricultural and Fisheries Month celebration. According to the PSA, the poverty rate among farmers stands at 30 percent, while fisherfolks face a rate of 30.6 percent, significantly higher than the national poverty incidence of 18.1 percent.

In her address at the Department of Agriculture in Quezon City, Senator Villar underscored the invaluable contribution of farmers and fisherfolks to the nation's development, emphasizing their role in providing sustenance, employment, and raw materials for various industries.

Acknowledging the need for legislative action, Senator Villar outlined several laws she has crafted to address the challenges faced by these sectors. Among these is the Anti-Agricultural Economic Sabotage Act, poised to become law soon, which aims to combat agricultural smuggling and expedite the prosecution of related cases.

Additionally, Senator Villar highlighted her efforts in bolstering the livestock, poultry, and dairy industries through legislation such as the Livestock, Poultry and Dairy Development and Competitiveness Act. She also emphasized the extension of the Rice Competitiveness Enhancement Fund (RCEF) beyond 2024, which has provided significant support to farmers under the Rice Tariffication Law.

Furthermore, Senator Villar mentioned landmark legislation such as the Coconut Farmers and Industry Trust Fund Act and initiatives aimed at strengthening the salt and hatchery industries nationwide.

Looking ahead, Senator Villar expressed her commitment to further legislative measures, including the proposed Corn Industry Development Law, to support the livestock, poultry, and dairy sectors, recognizing the pivotal role of corn in animal feed production.
