Senators Rally For Flood Solutions: Master Plan, Manila Bay Reclamation, And More

The recent massive floods in Metro Manila and nearby provinces have sparked urgent discussions among senators about how to tackle the country's flooding issues head-on. With Super Typhoon Carina bringing intensified monsoon rains, the call for long-term solutions has never been louder.

Senator JV Ejercito's Push for a Comprehensive Infrastructure Master Plan

Senator Joseph Victor "JV" Ejercito is advocating for the immediate passage of a crucial law aimed at creating and institutionalizing a comprehensive infrastructure development master plan. This proposal, encapsulated in Senate Bill 158, was a focal point during Thursday’s Committee on Public Works hearing.

Ejercito emphasized that this master plan would ensure the continuity of essential infrastructure projects, including flood control initiatives by local government units, regardless of changes in administration.

“The very first bill that I filed is the Comprehensive Master Plan for Infrastructure Development. I hope we can pass this so that the infrastructure projects can continue no matter who is president,” Ejercito passionately argued.

Senator Joel Villanueva Questions Manila Bay Reclamation's Role in Flooding

Meanwhile, Senator Joel Villanueva raised an intriguing point about the possible link between the ongoing reclamation projects in Manila Bay and the worsening flooding in the surrounding areas. During the Senate inquiry into the recent floods, Villanueva noted that flooding in Bulacan seemed to worsen since the reclamation projects began in the 90s.

He asked the Department of Environment and Natural Resources (DENR) to clarify this potential connection. Environment and Natural Resources Secretary Maria Antonia Yulo-Loyzaga responded that initial findings suggest these reclamation projects indeed slow down water flow, negatively impacting the region's flood dynamics.

“I appreciate what you’ve shared with us… these are very important pieces of information, and the way I look at it, you don’t break the natural law,” Villanueva remarked.

Senator Imee Marcos Seeks Clarity on DENR's Role and Budget Cuts

Senator Imee R. Marcos also had her sights set on the DENR during the public hearing. She specifically sought clarification about the agency's role in flood mitigation, particularly referencing the National Greening Program (NGP). Marcos pointed out that the program’s budget has dramatically decreased from its initial P8 billion to less than P2 billion.

In response, Secretary Yulo-Loyzaga acknowledged the budget cuts and highlighted ongoing collaboration with the Department of Public Works and Highways (DPWH) through a reforestation program aimed at aiding flood control efforts.

The senators’ discussions underscore a collective urgency to address the country's flooding issues with sustainable, long-term solutions.
