BI files deportation charges against foreigner in Makati scuffle

The Bureau of Immigration (BI) has filed deportation charges against Spanish citizen Javier Salvador Parra for violating the country’s enhanced community quarantine (ECQ) ordinances. 

BI Commissioner Jaime Morente said Parra is being charged for undesirability as well as overstaying after he failed to apply for an extension of his stay in the country.

Morente added that Parra was ordered to submit a counter-affidavit, but refused to receive the notice and disregarded the requirements. The deadline for this was May 21.

“Foreign nationals who are here in the country are expected to follow Philippine laws especially in these special times wherein public health and safety is at risk,” Morente said.

The commissioner emphasized that the BI deportation case against Parra is a separate action from the criminal cases filed against him by the Makati City police station.

Senior M/Sgt. Roland Madrona of the Makati City police charged Parra for direct assault, resistance and disobedience to a person in authority and unjust vexation as well as violating Republic Act 11332 for quarantine violations.
 
Parra was the subject of at least two viral videos taken inside Dasmarinas Village in Makati. 

One video shows Parra being wrestled to the ground by Madrona. 

Another video shows earlier scenes of the incident specifically that of Parra arguing with Madrona. He can be heard hurling insults at the police officer. 

Madrona said he and a barangay watchman were only warning Parra’s housemaid, Cherlyn Escalate, against going outside their house without a face mask. He said Parra, who appeared to be drunk, then came out and began arguing with them.
