Binay orders probe on Dasmariñas Incident

Makati City Mayor Abby Binay has ordered an investigation into the altercation involving the city’s police officers and a resident of Dasmariñas Village last April 26.

Atty. Michael Camiña, Makati City government spokesperson, said the mayor also ordered authorities to file appropriate charges against culpable persons.

“The law must be upheld at all times, most especially during a public health emergency where the welfare and safety of the people are of paramount concern,” Camiña said in a statement.

A short video of Javier Salvador Parra, of Dasmariñas Village, is making the rounds online. It shows a police officer attempting to restrain and arrest him at his residence. The two reportedly had a disagreement after the police warned Parra's helper about going outside without wearing a mask. Parra also claimed their helper was being fined P1,000.

Police Major Anthony Bagsik of the Makati City Police station said authorities were making the rounds at the village at around 5:04 pm on April 26 upon the request of Chairwoman Rosana Hwang. 

Bagsik confirmed that the police officers accosted Parra’s helper, identified as Cherilyn Escalate, for not wearing a mask. He added that Parra and his wife Abegail Salvador went outside and confronted the police.

“Mr. Parra at that time had gone berserk and was uttering unsavory words towards a police officer and even humiliating him. At that time, the police attempted to arrest Parra, but he tried to get inside their house,” he added.

Makati City police station Col. Rogelio Simon said they are set to file charges against Parra for disobeying and disrespecting authorities who were only enforcing the ECQ.
