DOJ to indict public teacher behind post on P50 million bounty for Duterte’s head

The Department of Justice (DOJ) found probable cause for the filing of a sedition case based on the Cybercrime Prevention Act of 2012 against public school teacher Ronnel Mas.
Dagupan City NBI (National Bureau of Investigation) officials arrested Mas on Wednesday after he offered a P50 million reward to anyone who could kill President Rodrigo Duterte on his twitter account, @RonPrince_.
“There exists probable cause to indict respondent Mas of violation of Article 142 of the RPC [Revised Penal Code]. Sedition, in its more general sense, is ‘the raising of commotion in disturbances in the state,” the DOJ said in its resolution.
The DOJ however referred the investigation and resolution on the grave misconduct complaint against Mas to the Civil Service Commission (CSC), which has jurisdiction over government employees.
Mas remains under NBI custody as of Friday.
The DOJ said the arrest of Mas was initially with defect as it did not fall within the scope of warrantless arrest conditions. It was later made valid when Mas admitted to the media that he committed the crime.
“Be that as it may, the defect of Mas’s warrantless arrest was ultimately cured when Mas extra-judicially admitted to the media that he indeed personally posted the provocative text in his Twitter account @RonPrince_,” the DOJ said.
Mas said he simply wanted to get people’s attention when he made his tweet.
