DOTr defines mass transport guidelines in GCQ areas

The Department of Transportation (DOTr) has allowed mass transportation to operate in areas under general community quarantine (GCQ).

Each transport sector is expected to follow the guidelines set by the DOTr in cooperation with the Inter-Agency Task Force for Emerging Infectious Diseases (IATF).

For the aviation sector, government and military flights, selected international flights, air ambulance and medical supplies, flight check and weather mitigation, maintenance and utility, emergency and other flights approved by the IATF are allowed under GCQ.

Social distancing and other health protocols will be observed in all airports allowed to operate.

For the maritime sector, passenger ships should carry only 50 percent of their full capacity to avoid congestion of passengers.

The DOTr also mandates the wearing of personal protective equipment (PPEs) for passengers in all seaports under GCQ. Upon entry at ports, terminals and passenger vessels, all individuals shall undergo disinfection procedures.

For the road sector, the DOTr said passenger bus and jeepney loads should not exceed 50 percent of the vehicle’s capacity, excluding driver and conductors. UV express and other AUV (Asian Utility Vehicle) services should not exceed two passengers per row.

Tricycles must have only one passenger in the sidecar while back riding is prohibited. 

Private cars should have only one passenger in the front seat and only two passengers in the front-facing rear seats.

The DOTr continues to prohibit any mode of public transportation in areas under extended community quarantine (ECQ).

For the rail sector, operations of the Light Rail Transit-1, LRT-2, Metro Rail Transit-3 and the Philippine National Railways (PNR) will resume with limited capacity once the ECQ is lifted in Metro Manila.
