Spaniard involved in scuffle with Makati police blacklisted from the Philippines

The Bureau of Immigration (BI) has banned from the country the Spaniard who figured in a scuffle with a police officer in Makati City over an alleged quarantine violation when the city was still under enhanced community quarantine (ECQ).
 
Immigration Commissioner Jaime Morente said 43-year-old Javier Salvador Parra has been blacklisted since June 3. 

On April 26, Parra was caught on video berating Police SMSgt. Roland Madrona. Another video also taken that day showed him being wrestled to the ground by the police officer. 
 
“Now that he has been placed in our immigration blacklist, he is now perpetually banned from reentering the Philippines for being an undesirable alien. Foreigners who disrespect our laws and persons of authority do not deserve the privilege to stay in our country,” Morente said.
 
Morente said the blacklist order against Parra should serve as a warning to other foreign nationals who are still in the Philippines. 

Tthey should not taunt our laws and insult our policemen who are merely enforcing our laws on those who violate it, " he said. 
 
BI records show that Parra left the Philippines on April 29 aboard a Qatar Airways flight to Doha bound for Madrid. The Spaniard was allowed to leave the country since there were no formal charges filed against him.  
 
Parra was given a chance to explain his side about the incident, but he apparently ignored the immigration’s investigation and opted to leave the country. This prompted the BI to charge him for deportation on the grounds of being an undesirable alien.
