Cebu province to allow motorcycle backriding

Cebu Governor Gwen Garcia signed on Thursday night Executive Order 19, which will allow backriding on motorcycles in the province provided that no fees will be collected and the riders are related. 
 
Garcia however said the Provincial Board must adopt her EO to make it effective. 
 
“Kinahanglan pa ni ang EO i-adopt sa Provincial Board by way of a Provincial Ordinance. The moment aprubahan i-print, pirmahan nako nga effective na na ang maong ordinansa. Maong paghuwat mo kay naa pa ta’y sundon nga mga procedure,” Garcia said. 
 
(This EO will have to be adopted by the Provincial Board by way of a Provincial Ordinance. Once approved, it will have to be printed and signed to become effective. You must wait because we need to follow the proper procedure)
 
Garia highlighted the plight of Cebuanos who are stuck every day in the streets waiting for public transportation. Only a limited number of PUVs were allowed to operate after the province shifted to General Community Quarantine (GCQ) in May. 
 
The Inter-Agency Task Force (IATF) banned motorcycle backriding all over the country in March to enforce social distancing and prevent the spread of COVID-19. 
 
Garcia's order also highlighted certain protocols for protection both against injury and COVID-19 such as the wearing of helmets.
