MANILA, Philippines – The Department of Transportation (DOTr) reiterated on Thursday that the public utility vehicles (PUV) modernization program will improve the condition of jeepney drivers by changing the driver-operator relationship.

DOTr Road Sector Senior Consultant Engr. Bert Suansing noted in an interview with PCOO Undersecretary Rocky Ignacio that jeepney drivers base their income on their collections from passengers under the boundary system. Boundary fees to the jeepney owner or operator and fuel expenses are deducted, resulting in a net income of P400 or less a day.

“Ang kanilang kompensasyon ay magiging sahuran sila ayon sa labor standards,” Suansing said.

(Their compensation will now become regular based on labor standards)

He also said that jeepney drivers will enjoy benefits that were not given previously because operators refused to recognize them as employees.

Suansing also said the removal of the boundary system will eliminate the need for jeepney drivers to compete for passengers.

PUV modernization is also expected to result in a more consistent public transportation service.

“Ang ini-emphasize natin is yung predictability nung serbisyo, and later, is yung punctuality ng serbisyo,” Suansing added.

(What we are emphasizing is the predictability of the service, and later on, the punctuality of the service.)
