Talisay City Gov’t to start own amelioration program

The Talisay City government in Cebu has launched its own amelioration program (City of Talisay Amelioration Program or C-TAP) to help families who were unable to avail of the national government’s Social Amelioration Program (SAP). 

C-TAP beneficiaries will receive P1,000 and 25 kilos of rice each by May. 

Talisay Mayor Samsam Gullas said only 36,000 families qualified for the DSWD's SAP. He explained that the strict guidelines of the DSWD prevented almost half of all families in the city from availing of the program. He added that Members of 4Ps (Pantawid Pamilyang Pilipino Program) and the UCT (Unconditional Cash Transfer) program were not included. 

“The City budgeted 30 million pesos for families that have been affected, but did not get the SAP cash. But the city cannot afford the P6,000 amount provided by the DSWD, so the plan is to give out P1,000 to each of the 30,000 families.,” said Gullas on his official Facebook page.

“I apologize it took me this long to update you on the issues and concerns. We have planned this already for the month of May because we needed to realign some funds,” he added. 

Gullas said the city government has been distributing to its constituents since March 25. Initial assistance consisted of 245,000 relief packs of three kilos of rice, noodles and canned goods. 

Gullas also promised 80,000 sacks of rice to be distributed by May 5 or 6. 

“This will be distributed to all households in the city, including subdivisions. Delivery will be straight to the Barangay so once delivered to barangays, personnel will move to deliver to your houses,” he said.

Gullas revealed the guidelines for C-TAP eligibility:

1. A family whose income is P20,000 and below.
2. Those who are not recipients of Emergency Subsidy Program under the Social Amelioration Program.
3. Those who are not recipients of the Pantawid Pamilya Pilipino Program and Unconditional Cash Transfer.
4. Those who are under the“No Work, No Pay” employment status.

Requirements for the C-TAP are an accomplished application form, a barangay certification of the applicant’s employment status and a valid ID.
